My response? Never heard of it, and neither has M. In fact, M is one of four siblings, and I can't think of any example in M's family or social circle of a Pakistani family with less than three children (except those of us who are still in the babymaking stage of our lives.) Even the few families I know who belong to the very rich, higher class strata of Pakistani society still have more than 2 kids.
(Of course, I know there are plenty of Pakistani families with less than three kids - I'm just saying that *I* personally don't know any, which is true.)
So is this something any of you have heard about? Is it new? No amount of googling has produced anything. Is it hogwash?

Nope. I've never heard of it. I have never met a family with less than three kids that are from pakistan (unless like you said they are still young and 'in the baby making process').
There coukd be talk but it will never come to anything. Having only two kids, is a joke.. and majority of the country feels that way... I mean, thats our national mode of entertainment... reproduction!
Its an under-government working project which aims to reduce poverty and control population increase through having lesser family members so that the head of the family supports financially well and provides his family basic needs of life. I agree and I know it sounds funny but the lower-lower-class type families arent much aware of it and they keep on moving ahead like having 8-9 childrens per family :)
no never even heard of it.and to be honest its a lost battle already.being a islamic state,the ban on having more than 2 kids will not be accepted by average pakistani man or woman.
while i think that people should be allowed to have as many or as little as they want, such policies are just to help reduce poverty, as Ahmad said.
It's a good idea though, even though people will think it's ridiculous.
there is no ban on more than 2 kids or any plans to implement that policy but until a few years ago there were these public service messages from ministry of health advising people to have 2 kids only

Well I agree with you @asna that there is no ban in pakistan yet but recently there were some rumors that government is making some talks in parliament to pay extra taxes on having more than 4 children. I know it sounds preposterous to many but this was under consideration. Well, in Pakistan, I think such laws cant be enforced as they are against Islam.
There is no ban nor any suggestion. Though it has been propogated in the media to have two kids as a prefered choice,no proposal for restriction.I have seen many with two kids and the idea is a lot understood and implimented now than before and people are trying to cut their coat according to their cloth
I personally think the country needs to spend more time enforcing the laws that are already in place,and eliminating corruption in the police force and government. I mean, if it can't even get people to pay their electricity and the cops to stop accepting bribes then how can they possibly enforce this?!
Back in the 90's ...There was an advertising campaign along the lines of "bachay do he achay" and "Sehatmand Khandaan, Khushaal Gharana" so yes it was advertised but not enforced like China.

There was a campaign as Jman mentioned...but then Benazir Bhutto had a third child and there was much embarrassment. My husband told me a ton of money was wasted on changing the message from "two kids are better" to "less kids are better."

as per my observation ...in Pakistani families childrens are at least 3 ... and at most n :D
